Philip Boobier ACMA PGCM

Phil compliments Victoria well with his open friendly style and wide range of public sector experience.  

He’s a professionally qualified accountant with a Post Graduate Certificate in Management and over 30 years experience in engineering, accountingand management.  

Having held many senior financial roles he has specific skills in project planning and budgeting, business investment decision making, corporate governance and risk and change management. 

 
Phil is easy to talk to and he’s used to working with people who’s expertiseis not in finance. He enjoys coaching and training, as well as bringing a sense of humour to his working day.  
Team management has been a large part of his experience and he’s used to making difficult decisions and delivering results. In addition, he understands the financial pressures facing senior stakeholders.  

Phil has been Chair of Circadian Trust a large charitable trust in South Gloucestershire, which provides high-quality sports and leisure facilities to the community. Prior to that, he was the independent Chair for the commercial business arm of the charity. Phil made a significant difference by reviewing their financial strategy, helping increase turnover and profit and driving cost-saving initiatives.  

Part of Phil’s portfolio includes qualifications in Preparing to Teach in the Lifelong Learning Sector (PTLLS). He also has valuable experience of designing and delivering financial training packages for non-accountants at all levels of business.  He also taught accounting and finance at South Gloucestershire and Stroud College on the CMI and AAT programmes. 

Phil is from Plymouth and still supports Plymouth Argyle. He enjoys European cultural city breaks.
